Home Buyer Counseling

To assist renters in their efforts to become home owners, the HOME Consortium contracts with agencies that provide home buyer counseling in each of the counties. The counseling agencies provide a complete package of supportive counseling services throughout the home buying process, which empowers participants to achieve the dream of home ownership.

Services include credit awareness, acquiring budget management skills, learning about mortgage products and guidelines, the selection of a property and the post- purchase responsibilities of home ownership. Each counseling agency provides monthly educational home buying seminars and provides ongoing one-on-one counseling with clients, as needed.

Home buyer counseling is required for all HOME Consortium Down Payment Assistance loans.

Slinger Housing Authority

The Slinger Housing Authority was created in 1978 by the Village of Slinger to provide housing assistance to lower-income residents of the area. The Authority is governed by a board of commissioners who are appointed by the Village. The three major programs of the Authority are rental housing, home buyer counseling and home owner rehabilitation.

From the time the Slinger Housing Authority began providing housing counseling services for the HOME Consortium through May 2009, they presented 207 seminars to 514 participants in Ozaukee County, and 221 seminars to 1,269 participants in Washington County. Altogether, 734 households have been assisted in purchasing homes after completing the program.

HBC Services, Inc.

HBC Services, Inc. is a HUD approved bilingual housing counseling agency serving Southeastern Wisconsin. It was founded in 2000 for the purpose of opening the door to home ownership to low to moderate households. HBC Services provides pre-purchase counseling, debt and money management, financial literacy awareness education to first time buyers, advocacy against predatory lending, and foreclosure prevention loss mitigation counseling for those in danger of losing their home.

Between 2000 and September of 2008, HBC Services, Inc. provided 227 seminars in Waukesha County to 1,455 participants. The Jefferson County program began later in 2004 and through September 2008 had provided 82 seminars to 236 participants. Overall, 392 households have received assistance purchasing homes after completing the program.
